Milngavie Hub Proposal

CONSULTATION WITH MEMBERS (20%response by 31st July 2019)

This is a collated summary of the views of members of MCDT who responded to a request for their views on the proposals, having been directed to them on the EDC website by MCDT.

PROPOSAL FOR MILNGAVIE HUB

1. Consultation so far- Widespread disappointment at consultation so far, including – limited access to proposals; summer holiday period; short deadline; lack of detail in some respects (e.g. costs; parking and access; use of surplus building(s)).

Recommendation, therefore, that all households be contacted in a full and informed community consultation. These to be collated by Hub Team.

2. Changes to Town Hall and Lillie - Good support for improvements to Town Hall, as long as it includes improved quality in main hall to stage, lighting and sound system (only hall with a stage in EDC). Flexibility requested to enable alternative uses such as community cinema, possibly museum and archives. However, problems not yet answered include: limited parking; restricted pedestrian access from precinct.; lack of storage for clubs relocated from CE Centre; lack of gym (equivalent of two badminton courts). Two responders to choice of Options 1 or 2 favoured Option 1.

3. Possible removal of CE Centre and Library building- Almost unanimous condemnation of unconfirmed assumption and fear that building to be sold/demolished/ closed. Would be missed opportunity for a wide range of suggested uses funded from Hub finance – e.g. heritage centre, history archives, café, information centre for start of WHW, Time Out Club, booking rooms of various sizes, existing sizeable gym, bunkhouse, etc;

4. CE Centre Pond-Determination to retain and improve the pond and surround in light of location, popularity, biodiversity, opportunities.

5. Hub – Concept approved of – integrated provision seen as useful for those in need in the community. Disappointment therefore at “not progressing” with key agencies. Mostly supported Town Hall as preferred site, being more centrally located than CE Centre, with provisos of parking and pedestrian access from precinct.

6. Transfer of clubs - Assurances needed for assisted transfer to satisfactory accommodation from CE Centre, including those no longer to be in new Hub. Discussion with individual clubs required to assess needs.

7. Costings – Lack of information on financial implications made responders unsure as to possibilities for alternative suggestions. And, of course, many questions asked and not yet answered at this early stage of community consultation.
